Topps experimented with sealing boxes in type of wrap that is not quite shrinkwrap; it’s cellophane that’s folded like wrapping paper around a present then heat sealed.
Only a limited amount of product was sealed this way, presumably so wholesale stores would carry their products to be sold by the box, rather than the norm of by the pack.
